Treasury bills auction service

This purpose of this site is to provide financial institutions with a transactional auction service for Treasury bills.

The service is made available to financial institutions duly accredited by the Ministère des Finances du Québec (MFQ) seeking to bid on the purchase of Treasury bills issued following a call for tenders.

This service cannot be used by individuals or legal persons other than accredited institutions.

Conditions

The MFQ reserves the right to accept or reject in whole or in part any bid received.

The MFQ pays no commission for the issue of Treasury bills.

The total value of the amount of the bids cannot exceed the total value of the amount of the auction.

The number of bids submitted cannot exceed eight purchase offers.

Undertaking of the financial institution

The financial institution whose bid is successful undertakes to purchase and pay for Treasury bills up to the amount of its bid.

Username and password

A bidding financial institution is responsible for the use and confidentiality of the username and password assigned to it and for the actions of the persons authorized to use the username and password.

The institution is also responsible for the transmission of data effected by the use of the username and password, so that any bid received online by the MFQ via its website in the course of a call for tenders shall be considered as that of the bidding financial institution and shall bind the latter.

In all cases, the institution remains solely liable and responsible to the MFQ even in the event of unauthorized use of the username and password, as though it had been authorized by the institution.

Disclaimer clause

The MFQ shall not be held liable for :

  • any direct, indirect, incidental, consequential, exemplary or punitive damages arising or resulting from the use of this website;
  • the information provided on this site, any error, omission or inaccuracy as to such information;
  • any action or decision taken by a financial institution relying on the site or the information it contains
  • any unauthorized use or reproduction of the site or the information even if the MFQ has been informed of the possibility of such damages, or problems that may arise in the transmission of data over the Internet, regardless of the type of liability that may be incurred, whether contractual, civil, delictual or other.

Moreover, the MFQ shall not be held liable for damages, costs or expenses arising from a delay, action or problem caused by a third party, including a business operating in the field of computer systems or telecommunications, or a server offering internet services.

Lastly, the MFQ shall not be held liable toward a user for any defect, lack of availability or breakdown of the transactional site or other related apparatus or material, operated by the MFQ or another person, or for any delay in processing by them, for any reason whatsoever.

Content of this site and applicable laws

The content of this site shall not be interpreted as constituting an offer to contract or a promise of sale by the MFQ within the meaning of the Civil Code of Québec.

In all cases, the sale of Treasury bills and, incidentally, the contents of this site, are subject to the applicable laws and regulations, in particular the Financial Administration Act and its regulations, as amended.

In the case of differences or contradictions between the content of this site and the laws and regulations or any official communiqué issued by the MFQ, such laws, regulations or communiqués shall take precedence.

The MFQ reserves the right to change, without advance notice, the content of this site or cancel any transaction that does not comply with laws and regulations.

Confidentiality and security

All the information provided by the user of this site is confidential and subject to the Act respecting Access to documents held by public bodies and the Protection of personal information (R.S.Q., c. A-2.1), and protected. under this Act. The MFQ ensures their confidentiality.

Moreover, the MFQ has taken every measure, including use of the most recent encryption techniques, to make access to and use of this site as secure as possible and ensure the confidentiality of the information provided by the user.

Use of email

Communications by email are not confidential and may be intercepted, lost or altered. The MFQ shall not be held liable toward any financial institution or anyone else for direct or indirect damage caused during the transmission of an electronic message sent to it or that it may send following a request by the institution.

The information on this site is the property of the Québec government, which holds the intellectual property rights. Unless otherwise indicated, the government's rights apply to all the documents, data and other information on this site. The official government marks, if any, are also protected.
